I'm surprised that the problem only occurs one way round, but the general problem is a classical one, whose cause is obvious if you compare the thread length on your VO cartridge BB with the cup depth of a loose ball BB; old frames had their BB shell threads chased to a depth of about 12mm to accommodate classical BBs, and nearly always need further chasing to accommodate cartridge BBs.
