It is set up like that, the chain's just too short. I don't think it'd really be possible to do it the other way.

Ah, yes. Maybe it's because it's on the biggest cog.

It is. Almost excusable on a double ring up front but no excuse on a set up like this.
For £300 you'd at least hope for a long enough chain. -

the paintjob is original as well as all the components,
it features 16-inch handlebars mounted on a GB stem, GB-Sport' side-pull contracting brakes,
and post-1958 Resilion 'red star' five-speed gearing, 28-inch wheels, Brooks leather saddle and Bluemel's white plastic mudguards.
the bike hasnt been serviced will need some tlc but is expected for a bike of this age with original parts
