I need suggestions to fix the bottom of the mudguard to the frame. there's no chain stay bridge and I don't feel like drilling the yoke.
I thought it would go without attaching there, but it scrapes against the tyre and rattles like crazy against the chain stays.

Hmm, how about anchoring something on the end of cording or cable, threading through the hole and wrapping around the bb somehow? Maybe a durable rubberized thingie like the gear tie. (see below)
You'd have to clip one end off, maybe slip a washer over to anchor the end behind the fender, then wrap it up. Sorry if that's not clear.
