No, it's not as simplistic as you imagine. And the point is to prevent hellbanning someone. So if they got kicked out of one thread they would still be able to interact with the forum at large, and if they got banned from one forum, they could still go into another forum.
Just because someone is a jerk in one place doesn't mean that they are a jerk every place they go.
These systems have worked fairly well in other forms (IRC chat rooms, gaming servers, some websites). So I'm going to try them in forums.
