Actually it was a cable routing issue as the cable has to run down the left side of the frame as there are braze-ons for it.
I didn't want to use up a left pulling side pull on this rubbish bike. Turned out quite neat.
The reason why there's only one brake is that vintage levers for flat bars are hard to find. plus think of the drag I save
