I'm former professional Keirin rider(1983-2010)
After I retired,I enjoy long vacation about one year

Regardless of the undoubtedly amazing shop, speaking to Tomity is well worth it in its own right.

Tomity is indeed a solid gold legend and a thoroughly nice man.

Nice, tomity. I didn't see this when you first posted it.

I've been there a few weeks back and met with Tomity-san. He's a great man, and has many stories to tell.
I took some pictures, and in the same set there are pictures from a keirin day at Omiya velodrome.

It looks as though Tomity-san's shop is having a closing down sale.

Sad news - it's a great shop, and he's a top bloke.

Is it known whether he's retiring, closing voluntarily for some other reason, or forced to hold the sale by circumstances beyond his control?

No idea really - he's been very quiet for a long time on Facebook though
