One more thing – rain water as well as distilled water is a pretty bad conductor (unless you add salt of course), so generally it won't short circuit anything. But it can change capacitance of touch areas and between microchip pins as well.
Other than that, when a wheel is spinning, water is removed naturally with a centrifugal force. The faster you go – the bigger is the force, right? Personally I won't recommend covering devices with bags or tapes – they will gather all water inside :) Simply let centrifugal force do the trick!
