When I regreased and remounted the headset I saw the split on that part. I guess it can easily be replaces or brazed. Anyway, it didn't affected my ride the time I tried it.
For the seat post, as written in the description, it's 27.2 mm. -

Here is a black and silver handmade steel track frame made in France by "Cycles NOTAR" in the late 80's. NOTAR, a small cycles manufacturer near french city Lyon is still in activity.

*Geometry* :
Really tight. (see picture below)
Interesting details >>> Seat tube and seat stays junction, slight negative sloping of the top tube, profiled chain stays.
*Condition* :
Overall good condition for its age.
No dent.
Many minor scratches and paint chips.
Presence of paint flakes and small spots of what seems to be rust under top tube and down tube (see pictures). Nothing to worry though. Especially if you plan to respray it.
Rode it a few miles and had no problems or weird sounds to hear.
*History* :
Used by french professional cyclist Cyril Dessel in his youth (UCA Pélussin). Dessel retired about a year ago. He wore yellow and polka dot jerseys during 2006 Tour de France.
Great occasion to catch a very nice piece of french handmade stuff.
