The Federal investigation was a criminal fraud investigation with a different level of proof required for a conviction. They also had to prove USPS monies were used for illegal purposes cos doping isn't illegal.
Are you sure the doping substances aren't illegal? Importing steroids into Australia, for example, is a criminal offence. Lefranceland probably has similar laws - I'm sure Willy Voet's book spoke of illegal substances rather than just "gear that's banned in sport".

what's bizarre is that when asked if Lance was prepared to take the same lie detector test he suddenly wasn't very sure if that would be ok or even be possible.
