I may be being cynical, but to me it just smacks of cheap grandstanding- "we are demonstrably good people due to our safety agenda", but without the will, and the requisite funding, they're empty words.
London traffic, we are told in just about every study, averages 9mph, so an average speed camera system will be no good- so you need either a massive increase in the number of traffic coppers (which would be great and I'd support 100%) or they'll whack up a load of fixed camera points, which people just treat like any other traffic calming measure and speed up to, haul on the brakes, then accelerate away from.
