Under s. 170 of The Road Traffic Act 1988 it is an offence for the driver not to give their (correct) name and address following an accident. Plod seem to prosecute for this, as it's a piece of piss to make stick (as opposed to a charge of dangerous / careless driving).

He could have simply written his phone number down incorrectly. Hopefully the police have the time to look into it.
