Looks like a disc brake calliper. Great way to keep the chainring clean, as you can see in the photo.

I would imagine they have been selected to fix a problem... As such if they are an acceptable solution it's not a fail let along epic fail.

You have the problem that the braking surface (chainring) is turning at a ratio to the wheel. The brake is going to be about half as effective as a proper disc brake.
A chainring is fragile enough as it is then you put something on there that wears it thinner and weaker. That is the only way of stopping so if anything it's more dangerous than brakeless.
It's a pointless mod that's been created to be 'different'.

I don't agree with the wear thing either, I change chainrings through teeth wear far more often than I change discs and it's not cumulative?
And I wasn't thinking this was instead of brakless, I'd assume there is a second independent brake.
I was considering getting this done to my polo bike, because I flip the wheel over I can't have a disc in the right place and as polo gears are spinning the ratio between front and back would have less of an effect. Finally and most importantly I think it would be protected from damage there more than a disc which would I get bent.
All this aside though my main question is, is it an epic fail?

different metals though in discs and chainrings, surely a chainring would wear faster?

And.... A chainring is supposed to lubed to some degree, a braking surface isn't. This seems like a solution in search of a problem.

Chainrings are typically made of 7075 alu. Discs are typically made from stainless steel. You do get Ti or Alu discs but I'm not sure what the compounds are.
Lancs police have not officially named the place she bought it, but oscars (the bar that the ambulance picked her up in) has stopped selling the cocktail.
