Nope, Sputnik (or Спутник in cyrillic) was a lower-end road bike model produced by the Harkov factory in Ukraine. Those lugs were quite common to that factory's road models (старт шоссе, cпутник, cпopt etc), I'll try and find a better picture.
Mine are, sadly, slightly damaged on one side-the frame was repeatedly sandpapered and repainted before I got it. -
