Oooo I did 10 miles in pouring rain yesterday, and were perfect! They're loose/stretchy enough to easily cycle in, but not so baggy that they catch in the chain.
^ They can be both really, they fit like tracksuit bottoms so you can go bare legged or not. However since they are waterproof they do get quite warm so in the current temperatures I wouldn't wear anything too thick underneath.
Yesterday it wasn't too cold but I wanted to be able to strip off quickly once I got to college so I wore thin trousers underneath which was perfect.
