The small front wheel on a Terry is not there to lower the front end, but to allow a short reach & sensible steering geometry & no toe overlap all at once.

Yeah i was guessing it had something to do with that, i have seen similar bikes, but with that stem.....

I looked at it up close in Berlin, and while it really is very nice, the rims are a tad too much.
