It's odd, as the saddle is too far back on its rails also, maybe the owner has very short legs and very long arms?
It's quite a small frame. I seem to notice smaller people do tend to have less saddle-bar drop, and a lot of setback. It obviously works ok for some of them.
There is a weird amount of inline seatposts and pushed forward saddles in this thread usually. That might have something to do with bikes being used for shorter/faster rides on the rivit, or just that hipsters have weak legs and need to SitTFDown and HTFU.
