Seat tube crack, fatal?

Would this be safe to ride on? The guy claims it's been like that since he got it 20 years ago, but to be honest looks like he hasn't rode it much.

Would frame failure just be around the corner?

Is this a re-spray?

Not sure what's under that lumpy section. Maybe just a little rust? Looks safe to me, but I'd want to make take the paint back for a better look, and if there is a small crack, drill a hole to stop it going further.

Wise tips, I'd also probably give it a punt. Would also try and use as long a seatpost as possible, to have as much inside the seatpost, to spread the load.

check if the lumpy bit is braze repair. If it is, then the crack has reappeared after the repair.
