i had this the other day removing some shimano ones that are similar. I put the levers back on, tightened to 75% and wiggled it off. May help to clean the bars below the lever, maybe even grease (i didn't need to but i didn't mind scratching the bars)
the bolt doesn't pivot and there's no other trick. It may be seized in which case plan b may be employed

If anyone encounters this problem in future, removing the brake lever is the way to loosen the clamp but my clamp (as suggested by Hilly Ben) was a bit stuck fast and after a bit more wiggling and coaxing I could move it.

I am trying to adjust the position of my brake levers but can't for the life of me figure out what I'm doing wrong and would appreciate somebody offering some direction.
For most levers, I think you just loosen an allen bolt which loosens the clamp holding them to the bars.
With these, I loosened the nut inside the lever which did nothing to the clamp. I have now removed the lever and am faced with this (see attached picture).
Does this bold pivot and release the clamp or is it something more obvious?
