eBay and Craigslist finds

Does this look legit? He says it's made from 531 tubing but I didn't know Colnago made frames from Reynolds tubes. Also lack of cutouts on lugs seems odd. Feel I should warn the prospective buyer if it's off.

The vendor doesn't claim it is a Colnago does he?
