I 'think' the plan was to let Rowe either take the win and the time bonus or at least what they achieved which was to keep him in contention for the GC

That would make sense. Hayles said words to the effect of "Wiggins is off the front, I think". But who can blame him – coverage of the finish was almost of Olympic standard.
