That number might be a badly written registration number if the third x is a 5 or 0
It doesn't look like a taxi or minicab driver's number, it might be a minicab licence number or some kind of number for a cab from outside London.
What you need is a solicitor. The police should have details of your crash, they should give you an incident number but a solicitor will be able to get more details, West End Central police station is in Saville Row 020 7437 1212.
