These are rare.
Best is to buy another used stem of the same type, no matter how long, just for the bolt.

I was looking for one of these a while back. I asked around at a Herne Hill jumble where one of the regular stall holder chaps happened to have one in a box of bits - he gave it to me for nothing.
No idea when the next jumble is but might be worth a try? -

I reckon there's a bodge with part of a seatpost bolt and the allenkey fixing nut from a shimano brake caliper, I'll have a look in my toolbox (the front is an allen key though, I think?)
edit... here's an even easier fix....

Was very kindly given a cinelli 1a by shinku kiss, but it was without the clamp bolt. Was wondering if anyone has one they would like to give/sell to me or know where I could get one or a bodge that works?
