Why...because he managed to handled the BSkyB bid in a particular skillful way (to a Tories end). He was biased without anyone being able to pin it on him. he successfully lobbied for the job, managed to dissociate himself from both his own bias and his own inappropriate actions and survived the chop. if it wasn't for phone hacking the bid would have gone through with little fuss, Murdoch happy, Tories happy ect ect.
Skilled political operator, hard to pin down, sociopath, ambitious.
