Tibbs did a trip from Kyoto to Tokyo, there should be a thread on it, consensus is to avoid a fine, which can be quite high, put on a rear brake. When I was there I had two brakes, but rode fixed. Never had any problems.
Couple of people on the forum are still over there, so they'll be a better repository for more current information..
