I don't think cash was the issue 100%, if you look at the comments it was a 'difficult' deal. In my mind that means third party ownership issues.
Porto have now sold around £65-70m this summer and only brought in a couple of players for about £5-6m.
They have also drastically reduced the wage bill and been investing much more through their academy and infrastructure.
The moutinho deal, will go through in January (as I believe will the Damiao) if AVB is still there. He really requires Moutinho to fulfill his desired game plan at Spurs. In the meantime, he will make do with whats there.
It's a big financial outlay from Zenit yet again this window, after paying 40m euro for Witsel. They are staking a lot on this current team and manager performing in the champions league.
