My gut feeling is that if you need the bars angled up to that degree then they're probably a bit too low for you.
But then the angle seems to look different in every photo... so I really don't know.

I was going to put bull horns or pursuit bars on originally, and flip the stem - fancied drops though - always room for experimentation

If you look at the line of the stem and follow it through onto the bars, you'll see they're in line - I guess it's only because the stem has a slight rise. As far as I'm concerned, the bars are set correctly - you want your hands to come off the flats and slide onto the hoods, if they were dropped then this would be a step down from the flats onto the hoods
I dunno, maybe I'm applying road bike logic to a pursuit/track/street bike...??

I love mash in that colorway, but you need to sort some things out first. It's not far from a perfect build. The back triangle of your bike is beautiful (exept the saddle)

Looks good,.now get the leg speed spinning up to 25 mph casual rate before getting a sweat on when speeding up for open road sections, rest of time take the lane and make sure your looks back keep the schlepers way off your ass.

looks much better now, black tape and I would say no more changes needed except maybe sort that bar angle out

Hahaha.no mate.funnily enough I'm riding up steep park st in bristol today when an easy slow light truck goes past with perfect hand rail on it, resisted.temptation of old.

This is what I have together so far, trying to keep it a Cinelli as possible (Angel bars, Unicanitor, & post (of which I need about 1" of)), I'm certain the spacers will go too, as I'm tall but, have stumps for legs
Drops are useless in that position, but it looks like you're riding on the hoods primarily. In which case, stick some bullhorns on it.
