In NL it does make sense.
Mud clearance is not only for mud, but also to avoid brake pad rubbing.

And here we have an excellent combination of mud and touring.
We call it 'veldtoertochten'.
Orginized, completely marked offroad touring evens of 25, 40, 75 km or so.
There are some every weekend from sept till march.

I had to do it before the weekend, so I did it the easy way.
I could have spent 4x the time easily, to get everything exactly the way I want it or as it should. More cleaning, polishing, ...

Searching for parts in my messy garage took most time. Searching the www and jumbles took and will take even longer, considering the fact that I don't want to spend the smallest amount possible, but still have reasonable stuff.

What category?

For elite races you may need a start contract/ permit from the organizers, like worldcup or superprestige.
I think any other race or category, foreigners are always allowed to start.
But better check with the local orginizer before you come.
I've raced several years with masters and there were always some belgians, germans and even yanks.
Just ask me when it comes to a specific date or period.
