There is strong evidence that steroid abuse can cause cancer.
It's speculation at best, with fuck all evidence.
There is circumstantial evidence to suggest that the detection of his cancer was affected by doping / masking / deceit.
I don't know how circumstantial it is. If the UCI were testing him properly in the mid 90's they would have detected the abnormal testosterone levels caused by his cancer. Either they weren't testing properly or they were covering up the results - his cancer would have been detected sooner.

Cancer is a bit more complex that simply being caused by a single agent. Best you can say is it increases the risk. And a lot of things do. Steroids can be given as part of a cancer treatment.

I'd say it's highly unlikely that synthetic Steroids caused Lance's Testicular Cancer over the short period of time he would have been taking them. It usually takes 30-40 years of abuse (much like Alcohol, Tobacco and poor diet) to have any effect, and remember that Steroids are a naturally occuring substance in the body.
As dst says, synthetic Steroids are often given as a cancer treatment eg after chemo to ease allergic reactions/nausea
