I'm glad whoever wrote this article picked up on this line of Ligget's during his interview, as it certainly struck me.
There was something ominous about how Phil delivered it. In his mind the whole edifice being opposed is too large to crumble, and the USADA have picked the wrong fight - he clearly thinks they're incapable of success. His faith rests with 'the other side', whoever the shadowy players/institutions are he only hints at being behind Armstrong, rather than making clear their existence.
He's quite mistaken though, which is what he can't understand. The USADA are well aware of the size of the task, but have committed to it. This is beyond his grasp, as it's the right thing to do, despite the consequences and his thinly-veiled threat.
