Emma doesn't have a reg number - presumably she passed this happening whilst in traffic and couldn't stop.
if no one ie the rider has not reported it the operator spoken to would not be able to find or locate the incident. if the rider called at the scene police would attend, if he called from home they would go there. there is also a thing called data protection which means the operator who answered a call would not be able to provide info to a member of the public over the phone, not even to a witness as it could damage any legal proceedings, hence the reason to attend a police station. know what you're talking about before you jump on the 'useless' bandwagon.
