    That's the difference you see, white on black and it's WELL racist...black on white and no-one seems two give to shits

    That point is just describing her personal disliking of white people, she is not declaring that white people are stupid or any other demeaning qualities. More that she is personally fed up with white people. this would make her racist, sure, because she blanketly dislikes white people. But not outwardly racist of offensive. (at least not to my ears)

    The point touched upon by that annoying american stand up, is that it is almost impossible to offend 'white people'. Ever heard the term "the truth hurts" ? well its true. You can only deeply offend someone by touching upon something that is both true, and in humiliating/sad or shows weakness and suffering.

    In terms of generic racial slurs like "paki" - it is so offensive because it has strong connotations to the not so distant past of skinhead boot boys stomping peoples heads. Same goes for the ones used for black people, but for them it has the additional subtext of the slave trade.

    You can insult jewish people by mentioning the holocaust.

    But "white" european/americans/aussies?

    Practically impossible. The only thing I can think of is the recent terrorism events, where British and American people became victims. (even thought they were not all white by a long shot) but if you make a remark about 7/7 to a British White person, or 9/11 to an American white person. Now that has the potential to offend. But in general white Americans/Western Europeans feel pretty invincible as a group, quite difficult to offend without an actual sense of vulnerability.
