I wanted to ask this question for ages, and it was exceedingly painful to look at pictures in which a metal ring (?) is placed, or a small amount of handlebar wrap tape is wrapped on toptube. What is the function of it?

these here are couplers, allowing to split the frame into two for transport or storage purposes.
the handlebar tape/specialized top tube protectors you can sometimes see (closer to the front end of the bike mind) prevents the frame to get dented by stem or handlebars when carrying the bike/crashing it. -

Those are couplings which allow the frame to be split in 2, the main advantage being for travelling.
the usual being nearer the head tube is a TT protector to stop the bars or stem damaging the frame.
