Not really. Depending on the place you buy it, condition and parts you could pay £100-£200 for something broadly of that description. At a guess.
If you want a cheap Raleigh frame big enough for a 6'3" person you can have mine for £40 and a selection of appropriate parts for a small amount more. PM me.
