put them in the stem, tighten up and ride, are they comfortable? then whoopee, if not fiddle until they are, so best not tape up your bars until the bars and levers are in a good place for you
are you putting brakes levers on? it it is a modern drop bar lever try to get a nice smooth transition from the top of the bars to the brake lever hoods
iirc, tester's rule of thumb for the angle of bars is that the flat part of the drops should be between horizontal or in a line to the rear hub, this is for aesthetic purposes and comfort, but if something else is comfortable for you then go with it

Drops section parallel to floor or angled down slightly to follow the angle of your hands/wrists.

Do you you mean the flat parts at the bottom of the drops hold be parallel to the floor? I they are modern bars with modern hoods.

The bottom section of the bars should be about parallel to the floor, although only if you find that comfortable. You like them set up a different way? go for it!

Anyone got any advice on how to do this? im building up my first frame and dont really know what to do with them.
