My steerer is too short and i cant fit a canti hanger?

That was fine in the olden days when the cables came out of the top of the brake levers and stems were great lumps of solid metal. The modern equivalent is a cable hanger hung off the lower bar clamp bolts of a typical 4-bolt stem

Big dredge here but I stumbled upon this while looking to see if there were any hangers for sale in classifieds. Does this solution not mean that the brake cable is tightened slightly when you turn the wheel? I would think it inhibits free steering a bit, no?

It seems good because you're not adding stack height which is why I'm interested.
