Yes its to stop the bars or stem denting the top tube when they spin round, mainly for untaped bars but its still on just to be on the safe side!

Good luck selling this, ive been trying to sell a brand new one of these exactly the same size just frame and forks for £400 never been built! got no interest apart from nice comments. shame you gotta get rid man, its a lovely build.
