well the cable stops have a hole in the top and come with a screw to screw into the braze on

whereas the shifter without levers has a threaded pole sticking out each side, not sure if i shud try another downtube shifter, or a different cable stop..

Same as mine, simply take the outermost nut when the levers are attached to the band, then place the cable stops onto the rod. Then screw the outermost nut back on to the pole outside of the cable stops.

sorry to butt in, but is there some ingenious way of fitting a rear brake if the crossbeam isnt drilled?

Yeah, just search clamp on rear brake. I think they're Keirin brakes iirc.
