Looked into this pavement thing a few years back, isn't it all on if it's a footpath or footway then it's illegal, otherwise it's not - unless there's a local bylaw in place (usually marked with red circle no cycling sign) making it illegal? There's loads of info via google, some quite useful, might refresh my understanding tomorrow.
Regardless, cyclists riding slowly on a footway amongst pedestrians ringing their bell frantically should be policeable by vigilantes, IMO. Get on the road.
