Is it a cup and cone or sealed modern variant? Both cups or just the drive side?
Are the tools you are using cuasing damage to the cups or is it that you cannot get enough purchase/force?
A bit of gentle heat around the bottom bracket shell from a chefs blow torch can aid things also (bearing in mind if you've used diesel..lol)
If the cups are aluminium based you can use something with a high ammonia content such as descaler, oven gel etc to corrode the aluminium away, takes a while though and you have to repeat a fair few times. Most paint jobs are okay if you are careful but not to be used on your most precious :o)
Again if ally based cutting it is a last resort.
