If you're getting a clank when you do that your tyres are considerably under infllated.
What rims you running anyway because unless you have out and out racing rims (ie <13mm) then you can fit a wider tyre on than a 28mm
Even a sub 13mm rim will take wider in any case, I've run an Open 4 CD rear with a 32mm tyre on a loaded commuter for several hundred miles (I weigh 16 stone btw!). looks really wrong and the consensus is a deffo no but I rode it into corners at 20mph+ and not a hint of squirm
An open pro which is wider at 15mm will comfortably take a 32mm.as will these

the sputniks you mention are quite frankly overkill and for heavily laden touring only IMO -

Yeah I've had 42c on some standard rims that said they'd only take 28c, some companies are jus liars

Just some standard deep section rims, remember to buy the wider tubes if you go bigger.
I currently own some wheels which fit 700x28 maximum but i would prefer larger because i like to attempt the odd wheelie or bunny hop but whenever i do i end up getting a horrible clank sound from my wheel hitting the floor. so basically which is the sort of rim/tyre size im looking for to avoid that?
i heard the sputniks are quite good from the polo shop but they dont come with spokes.
