Are you still looking for an answer to this one (two years on...)? If so the simple answer is no - you'd have to some how weld the brake pivots on. The best you could do is caliper brakes that have a central fixing bolt (would defo work on the front wheel, as there's already a hole for the mudguard), you'd have to see for the back...
But anyway, this frame must weigh a ton, do you really want to turn it into a single gear?? -

Haha holy post revival, we split up months ago!
I am doing a conversion for my GF, I purchased an old frame (Raleigh Superbe) that used to have rod brakes I believe. Can I convert the frame to run normal dual pivot brakes do you know?
