He's within his rights I think but what a tight prick. I can't honestly imagine a situation where I would refuse someone who's thirsty a refill from a tap. I cycled top of Norfolk to bottom on a humid day a couple of months ago. Thought I'd find a little shop to refill but didn't and asked a bloke mowing his front lawn whether he'd fill my empty bidon and he asked me if I was taking the piss. When I said no he said "as if!" Weird!
