In Japan, even most of Tokyo, no one cares. That's a better lock job than most I see here! I've seen NJS bikes locked up with 100 Yen Store plastic chains and suitcase padlocks.
I'll often lock my bike up using only a shitty Palmy aluminium U-lock around the top tube and a post, or free-locked around the rear wheel, seat tube and crank arm. At uni it gets an Abus Mini yellow as well. Never seen any sign of my bike even being touched.
