^^ Hi-tensile steel/cro-mo both have more 'give' than aluminium and would provide a more comfortable/damped ride than an alu frame.
Understand the need for both, but why not a steel track frame made with something decent? That would do both. My Orrell is made with 531c and is nice and stiff while still being reasonably comfortable, much more advanced steels are available now.
A 464 looks to be about £700-800, you could have a really nice steel track frame built with that...
