You've checked that the upper & lower pulley's were refitted properly as they can be specific lower/upper? They usually have a ceramic bushing in the centre (campag & Shimano) which should stop the drag, however there is often (I don't know this model particularly) a small rubber flange that can interfere with the circular alloy cup that covers the bushing.
