But do these people with bikes who don't have pumps actually ride their bikes? Because if they don't, then these pumps will be no use to them. I doubt that just seeing a pump out on the street would motivate them to start cycling. A pump costs a tenner - not having a pump won't stop people cycling. Or are there loads of people who are cycling regularly but whose tires are flat? If they're just intended for absent-minded people then I'd still rather see the money spent on more bike racks.
