In the Shimano jockey wheels there's a cylindrical bearing (like a small tube about 10mm across) that makes sure the cages can't compress onto the wheel and prevent its free movement. I'm guessing that Campag have something similar and that it's trying to secret itself under the sofa in your living room as I type.

You've checked that the upper & lower pulley's were refitted properly as they can be specific lower/upper?
They usually have a ceramic bushing in the centre (campag & Shimano) which should stop the drag, however there is often (I don't know this model particularly) a small rubber flange that can interfere with the circular alloy cup that covers the bushing.
If you can't fix it, treat yourself to some Token bling :o)

Upper and lower pulleys in correct positions and orientations. All parts removed are present and accounted for. I've just loosened them to the point that they don't bind the wheels and will keep an eye on them for a while.

The top jockey wheel should be more than free, it should have some side to side play to enable the jockey wheel to line up with the cog above it. The bolts should also be nice and tight, and held with lactate. If one comes loose the mech will wrap around the cogs. If it is too tight it could bind and lock up, causing the chain to rip the cage clean off the mech. I have seen both happen, it isn't pretty!
My guess is that there is a washer missing, I have a new mech in my shed, if you can't sort it out I will go and dismantle it and photograph the bits in the morning. -

Hiya,
Just gave the Jockey wheels a bit of a clean on my Campag record 2002 rear mech. When I replace them and tighten the screws to a level I would expect, the upper wheel is quite stiff as the cage starts to clamp it. Am I way off in expecting to feel some kind of clamping with these screws? or do I just need to ensure they are into the cage... or something completely different.
