ha yeah realized about the steel after posting, that its basically a mix..
but the njs road - hmm.
maybe the old njs stamped bb shell was simply used for that build...?
or low fork rake may suggest it was initially a track frame, but again, slack HT, down tube shifters, braze ons on the chain stays?
who knows.
