Since then we have heard of a cyclist breaking his elbow and wrist after hitting the build out at the north end of Whitehall

These temporary pavements are pretty nasty. I was on autopilot on Monday morning and almost came a cropper merging into what was the bus lane (now a low, unmarked pavement) on whitehall. The one on the Strand is already starting to crumble. They don't seem to serve any specific purpose either.
