OJAW I think your correct, it is only un-pasteurized. I would think it is to stop any possible contamination of US cattle by a bug that could be in the cheese. I belive you can buy un-pasteurized cheese in the US but only local produced.
Or it could be they just hate the French.Unless the cattle are eating cheese (or people), I think the restrictions have more to do with preventing sickness in humans.
